The Solemn Will of the Eritrean People

As representatives of Eritrean pro-democracy forces in the diaspora, together with Indigenous Peoples, minorities, traditional and religious elders, Eritrean women, youth, and refugee groups, we declare our solemn will to:

1. Protect Eritrea’s sovereignty, national integrity, and traditional borders, ensuring that the Federal Government holds exclusive authority over:

  • National defense
  • Foreign affairs and diplomacy
  • Monetary and fiscal policy
  • Interstate or interregional trade and infrastructure coordination

2. Empower the Federal Government with concurrent jurisdiction in critical areas—such as taxation, judicial oversight, public health, and economic regulation—in partnership with regional governments.

3. Immediately create and strengthen a United Front for Decentralized Federal Democracy to lead the transition now—not only after regime change.

4. Establish a decentralized federal democratic government to preserve both national unity and democratic governance.

5. Adopt a power-sharing constitution that distributes authority between the Federal Government and Eritrea’s eight historic provinces.

6. Guarantee provincial self-government and autonomy, with each province exercising the right to govern its internal affairs within the Federation of Eritrea.

7. Affirm provincial ownership of land and natural resources, ensuring local control and fair distribution of wealth.
